It's not a tax. It's insurance. An annual license fee (paid to government) would be a tax.
Insurance is already a legal requirement for some owners - still costs less than a bag of dog food.

I would guess a similar number to those that throw themselves in front of cars for the compensation - very few.

It costs less than a bag of dog food. If an owner cannot provide that then can they provide the other essentials?

It's part of a Defra consultation process, it's not currently Labour policy.
