Talking Off lead or not?

Just seen the most adorable Staffie round town with its owner. I know dogs are supposed to be on lead on roads/in towns by law but he got me wondering. Just walking along in a perfect heel next to his owner, tail wagging in that 'happy to be alive' Staffie way and on a lead. However he was quite carefully carrying his own lead in his mouth!!
So legal or not? Personally I just wanted to steal him away!!LOL

I'm pretty sure it is illegal to have a dog without a lead on a main road?

We used to with our old dog down the road late at night, the only thing that would worry me, would be if something spooked the dog and it ran in to the road as this happened with Rupert a few weeks back. Luckily he was on lead so didn't go far but i dread to think about what would of happened had he not be on a lead.

Sure its illegal to have one off lead on a main road, but he was on lead just not attached to anyone!! Although you would have to look close to see coz his pace perfectly matched his owner.

Dont think dogs should be off lead in a town or anywhere near a road, town/street walking with a dog is not right to road users and other people walking they dont know the dog is friendly.

I don't think it's a good idea and I'd never do it.
I was passing my local butchers the other day, he gives us free bones and scraps for the dogs, and I saw a dog totally on his own stroll in, get given a bone and walk home! lol Bit dangerous I thought but he must have been doing it a while. He didn't even look at anything else, just got his bone and went on his way!

I don't think dogs should be offlead near busy roads regardless of how well trained they are. It just takes one second of distraction and the dog is run over.

No, the law is a bit silly in this case. You only commit an offence once the dog runs into the road - bit late by then me thinks.

There's a man in my home town that walks with his rottie off lead all the time, goes by the road.
Can't be right surely?

Why! do they do that? will never understand! there they go dog off lead, lead in hand! errrr put the lead on then! whats the point in having a lead if they arent going to use it!!? gets my goat, maybe its some sort of macho thing?
