Sadly no - it's the female that determines litter size, according to how many eggs are released, and then how many of those successfully implant and go to term in the uterus. This depends on the female herself, how big she is and how much room she has in her uterus (which is why very small breeds have very small litters of 1-2, and longer bodied breeds can have very big litters of 10+).
Of course, a male with a low sperm count might not be able to fertilise all the female's eggs.
