In the past, they didn't have all of this **** about making the criminals being let off lightly- if a thief broke into someones house and got bitten by the residentant dog then as far as the police were concerned, they said they deserved it! Although I agree with the human rights act- in that people shouldn't be tortured or imprisoned without being charged etc, I think that this takes it too far... and to then go and fine the owners of the dog because a thief smashed down the door of their home in order to steal their stuff and was consequently bitten by the resident dog ( who was defending his/her home. It's quite frankly a disgrace. It's no wonder there is so much petty crime these days cus the criminals know that they can get away with it!  mad:
