Thats probably just due to them being itchy, when my hands get very cold (which they frequently do) then I come in and they get warm they itch like mad.
There are lots of reasons why a dog chew at its paws, allergies - to either food or something they have walked on, they like to get the bits out of their feet after they've been for a walk, its something to do, or it can be because they are worriers.
