Milo does it when he's been out walking on something cold and comes into the warm house but it's not very often our house is warm.

Thats probably just due to them being itchy, when my hands get very cold (which they frequently do) then I come in and they get warm they itch like mad.

There are lots of reasons why a dog chew at its paws, allergies - to either food or something they have walked on, they like to get the bits out of their feet after they've been for a walk, its something to do, or it can be because they are worriers.

Yeah it is itching. He was hilarious yesterday after we got back from the river he couldn't stay still! He was jumping all over the place trying to get rid of the itching.
