It is possible that with the pup being a chi cross she was allergic to it. I think that CC's are good for people with allergies, even the puff one's with hair, although I'm not 100% as non of us suffer from allergies.
My pup wasn't advertised for the £400 I brought her for, I was just lucky when I spoke to the breeder she was willing to let her go to a good home for less. I have seen male hairless' advertised for around £400 though, obviously they aren't KC reg. And you can easily get a KC reg puff for that much.
If you get a younger pup, or one that has been socialised then they are not nervous, mine isn't and she copes very well in a busy household and comes out everywhere with us. She loves meeting new people.
I wish your friend all the best with her search for a pup, whichever breed she decides on
