Both my labs have been attacked, My bitch lab- the first dog was a terrier cross, and the one that really done it was a Boxer, she did have injuries. I have been working with her fear aggression, she is loads better, and mixes loads better, but doesn't do in your face type dogs.
My male lab has been attacked by a pack of Lurchers, the owners were incredibly ignorant, i have heard of a recent incident involving these dogs, even after reporting it to the Warden
Also two black Labs laid into him, while we were innocently walking past their house. Luckily he has no lasting effects

Every time this has happened, it really could have been avoided, if the owners were a little more responsible.

Unless a dog is a banned breed, or has attacked, then the owners are under no obligation to muzzle their dogs. Regardless of what a police officer may say.
Can a council have a bylaw that requires this?
I can't see how they could but I'm not sure

And i have 10 of these dogs staying around me 2 have attacked a lab and yes they are bad owners, 1 woman lets her 3 staffs out and they run straight up to my back fence and start to bite threw my fence at my dogs had to make my fence bigger and thicker and believe me i have tried nicely to talk to her but she dont give a **** about my dogs she told someone

Yeah there are good owners out there just wish there was more about..

As far as i know, they cant.

I have to say I'm not bothered by Staffies, there are a fair few in my town and most of them are absolutely adorable and some are very obedient and well trained.

However a couple of weeks ago, I spotted a staffie behind me and Bailey, Bailey never saw it, but I walked faster than I ever have done in my life, the owner didn't look very (I can't think of the word) but I could just tell that this one particular staffie wasn't very nice.

I'm more likely to avoid a jack russell or some of the other smaller breeds, I can't actually think of their names at the top of my head. But, whenever I take Bailey for a walk, it tends to be jack russells which really like to snap at him. The other day I was sat on a bench and Bailey was being very obedient and sitting at the side of the bench just watching the world go by. Then a guy came along and he had a jack russell, as soon as he saw my dog, he picked his jack russell up, then walked past. But still, the jack russell barked, growled and snarled at Bailey and Bailey just wagged his tail.

However, I don't literally avoid any dogs, I just walk past and usually it's the owners of the nasty dogs, (knowing they have a nasty dog) that cross the road and go round us.

Rotties don't usually bother me, there are a few in my area, but this morning, there was a Rottie, I just carried on walking, Bailey's tail was wagging as always, but the owner, grabbed the Rottie by the collar and dragged it inside. No it wasn't on the lead, but if she really thought her dog was gonna do something or run over to us, she shouldn't be stood outside her house without a lead on it, unless it really is a very well trained and obedient dog, surely? I'm not saying this Rottie is a nasty dog in any way, it's just the body language of the owner which made me worry a little.

Looking through this thread I think it's clear that all breeds of dog are capable of aggression both towards people and other dogs.
We're lucky where we live as the vast majority of owners are responsible and we rarely encounter any aggression. However in the last month or so I've been bitten by a labrador and my boy has faced aggression from jack russels and collies. Thankfully he doesn't fight back and just runs away and it hasn't affected the way he treats other dogs.
We think he's a staffie cross and he does love to have a good play with SBTs- the play is perhaps a bit rougher than with other breeds but I have never had any reason to be concerned.
My brother had a SBT many years ago and he was ta big sook but when needed he was very protective of his family- someone barged their way into the house and tried to steal money from them- he didn't bite but his reaction was enough to send them away running!

neither i, my family or any of my dogs have been attacked, however people i know have beed bitten by, springers, border collies, jack russels and other small breeds

We do however get the nastly looks and comments about having dogs around children and people picking their dogs up when they see us coming, even if ours are on the lead. its silly really especially because people seem to be more weary of rune then they are of leon whos a rottie. we get comments about leon being a beautiful dog but not poor rune, and he has one of the best temperments ever. We have been told by many people that ridgebacks are dominant dogs and always try to run the "pack" my usual response is that its a good job we have a family instead of a pack then isnt it!! makes me laugh at the thought of rune trying to rule the roost, doesnt have a nasty bone in him (unless hes protecting his family) and hes such a puff too, very girly and whiney.

we have had a few comments about leon being dangerous and aggressive when he tries to greet other dogs and the owners are pulling them away, he gets a bit upset and does pull on the lead in an effort to say hello, i feel sorry for him because a lot of people dont allow their dogs to interact with him and it cant do his self esteem very good, or his behaviour because hes picking up on the owners nervousness and stuff. good job my boys have each other. people dont seem to realise that 99% of rotties are completly saft!!!

Just had a check. A council can set a bylaw stating dogs must be leashed in certain areas. They cannot make a dog not listed as a banned breed, or one that has been responsible for aggressive behaviour, wear a muzzle.

The power of a court to order muzzling and/or leashing comes from the Dogs Act 1871.

From the information i have found, a court can order an individual dog to be muzzled, but not set a law by which ALL dogs have to be.

The DDA of course, only covers certain aspects of dog ownership and responsibility.
