Unhappy neighbours dog?

the neighbours bought a puppy, hes maybe about 6months old now, hes so sweet. but hes a little yapper! i hear him in the mornings at 6am or before! they never walk him. which one is a bit mean, he just gets let out in the front garden which isn't a garden its a paved area. but he wakes me up! every bloody morning, but they never quiet him or try to settle him they just let him bark and bark. but i don't want to say something and come across rude... and i know i have a dog and i get up early anyways but not at half 5 in the morning! hes not trained at all, which i would of though makes him harder to control. but i guess thats there own fault.

they leave him from 8am till near 4. and i never see anyone come in and let him out for the toilet in the afternoons or anything...

how can i give some advice without sounding judgemental?
or am i just being self-centered?
they have never owned a dog before and i think they just jumped right into it. and never gave it much thought, i feel sorry for the little fella! i would even consider giving him an afternoon walk. but i don't think were close enough neighbours or friends for me to suggest this...

little advice? what do you think?

If they are not OK with the dog you must tell that to them.
Tell them that a puppy has a lot of energy and they have to play with him to make him feel tired. Maybe he barks because like that he umbends his energy.

What is a paved area?....The dog lives always there or only to go toilet?

I think maybe you should suggest the walk....

Say ' I noticed you work during the day would you like me to walk your pup for you whilst your out with mine' Pups do needs lots of excersise and i wouldnt mind at all.
Killing some of this energy would stop him yapping in the morning...

You could time meeting them, you know, if you knew what time they come home/go out and start a wee chat? kinda like what Katie&Riley said.

I did that once, I had to stay at mums and couldn't take my dog. A woman who used to teach at my school lived near and she had a collie. I mentiond I would walk him if she ever needed and we all became good friends. And I got a dog to walk, whenever I wanted he was always ready to come out
