Yes, blue is black with 2 copies of the recessive dilution gene. Some dogs can have dilute alopecia and breeding for colour can cause faults, but if breed properly they shouldn't have any problems. I have a blue Border Collie and also her daughter, who is a lilac Border Collie (dilute of the red, so 2 copies of the recessive red gene and 2 copies of the recessive dilute gene).
