No you are not in the wrong at all, she was in the wrong but blames you and your dogs to exonerate herself.
I had a similar incident but we were in a wooded area, my dog (Duke was on the lead) and her dog came up to mine while Duke was having a wee, the next thing all hell broke loose. I had all on keeping the dogs apart to be told that was my fault I was a silly old woman who didn't know what I had got "a dangerous dog" I saw red - I replied I know exactly what I've got and papers to prove it, unlike you whose got a vicious mongrel just like its owner.
To this day I wished I'd have knocked her out.
NB I don't actually have papers but who cares
