It sounds like it could possibly be CDRM, did the vet not say? Here is a link http://www.alternativevet.org/CDRM%20WS053-07.pdf

If the vet has said neurological and recommends PTS why would they suggest an MRI

My staffie suffers from CDRM but thankfully progression has slowed. It is a horrid disease and if you friends dog has already lost feeling in the back end at 4yrs old thats really sad

Depending on whether it is CDRM or not, obviously its hard to give much of an answer but in short neurological conditions only worsen CDRM I know will only get worse although the dog does not feel the pain as the nerves die off hence the lack of feeling and co-ordination

It is personal choice whether you go the route of a body harness to take the weight of the back end on walks, or whether you look at wheels.

I am judging on how my dog copes with life and knowing her if she is not mobile on her own then quality of life does not exist

I would imagine that without knowing the exact cause it would be difficult to say as to the likely hood wether its something that can be repaired or will get better. Im assuming that if they have suggested an MRI scan they posibly dont know for sure and more diagnostics is the only way to find out.

There is a charity called the Tailwaggers trust, that has been known to help people with vet bills, exactly how it works Im not sure, Tailwaggers Club Trust - helping sick and injured animals or admin@tailwaggersclubtrust.com More should probably be on their website.

As regards to Neurological conditions and paralysis, I have found the following website that looks scientific and pretty comprehensive as regards information on the subject so have put you the link to that as well
Paralysis of the hind limbs - AISTI

Sorry cant be anymore help.
