Fully agree with Rona, the private rescues are often started with the best intentions and may even work for a little while. They it gets to a point they cant cope, havent a clue, it all becomes one giant mess, and the animals end up suffering. People get put off re-homing from them and it just becomes one terrible vicious circle.
Bit like the animal hoarders as they call them in the states, start taking in lost or abandoned animals, then it gets to a number and situation they cant cope, same thing really in a away.
Doesnt mean that they are necessarilly bad people either deep down, in fact the opposite as Rona said they have a deep love for animals thats why it often starts.
Can work the other way too unfortuanately where people start kennels and take in strays and really couldnt give a damn and it is only for the money.
Since the 2006 or it may have been 2007 cleaner and safer neighbourhood act. Dog control orders and dealing with strays, changed, making the council responsible for strays, it became their responsibility too to provide any verterinary care/costs and pay for kenneling etc. As its something that has really been forced upon them and a cost a lot just dont want, obviously a lot of councils especially cash strapped ones are going to do it on a low a budget as they possibly can, and the dogs are far from the man in suites who do the budgets concern. There is a lot of really decent animal loving, caring dog wardens on the front line, but often their hands are tied what they can and cant do by their bosses.
