How do you expect him to understand that he is not to wee in the living room? Doesn't sound like you are teaching him that at all. You don't tell a dog off for weeing indoors - he thinks he is being told off for weeing, not for weeing in the house. The consequence of that is that he will go where you can't see him. By putting him in his cage, you are effectively telling him that the cage is the proper place to go. He doesn't want to do that, because that is where he sleeps.

You should pick him up and TAKE him outside, stay with him till he has been then praise him and give him lots of treats immediately.

It is not that your dog doesn't listen, it is that he does not understand. The cage or crate is his personal space, where he should enjoy going. It should never be used as punishment.

How much time do you spend with this dog during the day? He sounds to me like he is bored stiff.

You might also note that dogs do not only wee or mess when they want to go; they also do it in excitement, in fear or even in simple anxiety.

yes coz i always watch him when he is in his cage he doesnt wee its just when he is not in his cage. also how do i get him too just lie down and settle in living room

Not sure if this'll help but when our puppy was that age (he's only 5 mths now) and wouldn't settle in the evenings we would dim the lights and keep things calm and he would then go to sleep much quicker. Obviously this was after dinner/toilet/play.

Also we used teething gel from the pet shop which did help a bit.

Dogs generally wont mess in an area that is 'theirs' - like a cage. I'd up the amount of times you take him out in a day while you get through this. Also deep clean the area's otherwise he could be smelling where he's been before.

I'd take him out every 15 minutes for now, although he's obviously got some bladder control, he doesn't know when and where to apply it properly. So do this, and what newfiesmum said, and it should improve WITH TIME. There are NO quick fixes, doesn't matter how much you tell him 'no'.

If he's not settling, maybe he's telling you he needs to go? Try taking him out when he doesn't settle - this may also tell him that fussing and not settling leads to being somewhere he's allowed to wee.

On the plus side, if he's not messing in his cage, it means he CAN learn it

The only way I could get my GSD to settle at 4 months was to get her body and brain moving through out the day. I made everything game. I fed from a kong instead of a bowl, used some of the kibble as treats during training and scattered it about the kitchen for her to sniff out. Her reward for peeing outside was a vigorous game of tug. I brought her with me on errands when ever I could. Ask shops you visit if they would mind you bringing your new pup over for a visit. Rarely will they say no
Socialisation is very tiring for puppies. We would sit outside the shopping centre near my house at lunch and watch people come and go. Rio got to experience crashing trollies, children, people dressed oddly and there were plenty of people who stopped to pet her. By the time we got home she would crash and that was just sitting and watching.
Oh and don't assume your pup knows all their commands at 4 months. They may preform them in the house but then you need to start proofing them in the garden and then the wider world. Your pup may hit the teenage stage soon and you want to be training consistently up to and through this stage. Training never ends when it comes to dogs.. it is a life long commitment.

Consistency is key - you can't have been trying each method long enough at his age for it to become ingrained habit just yet.

And that is basically the problem. You are just confusing him - you need to stick to the one method that works and keep at it, don't give up thinking oh we'll try something else. It takes a long time for a puppy to get the message.

There is a long sticky on this forum about housetraining, you need to read it carefully.
