You really need to go back to basics, get a book on basic puppy training if you can. You MUST take your dogs out for walks, everyday! they are being destructive because they are stuck in a room all day with nothing to do so they find things to keep them entertained.
Get them fun toys and chews to play with , and things like Kongs that you can stuff with something tasty for while you are out.

As for the toiletting , first off you need to really thouroughly scrub and clean everywhere they have toiletted with biological washing powder to remove all the scent.
Next you need to start taking them outside every 30 minutes to an hour and especially after they just wake up/after eating and when they go to the toilet outside you give LOTS of praise and a treat. If they don't do anything give no attention.
You need to give positive attention and praise when they do something you want them to do
If they start to chew somethng they shouldn't be, simply redirect them to something they should (a toy or chew) then give lots of praise.

I'd also highly recommend you look into taking them to training classes to get them socialised with other dogs and to help with some basic obedience.

There is no quick easy fix , only lots of hard work , time and patience from you
