Following thread 2 pups or more.. how do you deal with jealousy

i have a 6 year old sheep dog, and an 8 month old akita cross... i need some help
if i give affection to the eldset axl, the youngest, gets very jealous and starts to bite max on the neck max then of course fights back, max on the other hand is fine when i give the pup attention....
what can i do??
also since im here, they fight alot, no noises it looks like play fighting when one cries they both stop.. is this ok??
