From the linked article:

"The Kennel Club has published a new Code of Conduct to remind exhibitors and competitors of their responsibilities whilst taking part in all canine activities and also when discussing shows, trials and events online."

The KC have a something called Rule A42 which is used for disciplinary procedures for those who act "prejudicially to the interests of the canine world". They can use this to impose some form of punishment, such as a ban or fine on an exhibitor who for example is abusive to a a judge or competitor in the show ring. Now it's just extended to social media. They will also use it when someone has been convited of an animal relted offence such as abuse to remove them.
