Have you tried crate training him, you can still have him in the bedroom then but with no worries about him chewing and urinating on the bed when you cant watch him. It has to be done correctly though as they will not take to it, so if you have never used one then seek help how to do it.
How much exercise does he get and when? I know you said he was out for 4 hours, but he would be better with 2 or 3 shorter walks a day if thats not what you do already. That way he would likely be more content and settle easier in between.
Do you do any training with him and/or take him to training classes? If you dont then that would likely help. Even a training class once a week and/or 2 or 3 15 minute training sessions with a bit of play a day, will help stimulate him mentally and physically.
You also need to puppy proof and keep things out his way as much as possible?
What have you got for him in the way of chews and toys to keep him occupied?
Kongs are good, solid hard rubber that has a hollow centre, you pack tight with wet or wet and dry food, you can smear the inside with peanut butter or cheese spread before stuffing it and add little bits of cheese, or chicken or something to add interest. Treat balls and toys are good too, you fill with kibble and set to distribute pieces here and there are the play. Also as mentioned a good selection of puppy safe chews. Rotate the different things and give him them at different times.
How long is her left alone, I believe beagles can suffer from anxiety if left alone.
If he has access to someone all the time, some of his behaviour could be because he cant cope when he is left or you leave him and he doesnt get attention. If you think it could possibly be that then you need to start giving him short periods to rest alone while you are in and build it up as he copes, leaving him with a kong or similar when you do, leaving him with no fuss, returning with no fuss and ignoring him for a further few minutes before you give attention.
I notice you said he was out for 4hrs, this is really too long for a pup his age in one go. he would be better with 2 or 3 short regular structured walks. I also noticed that you said he had no water when he came back in. Dogs need to drink especially after a 4hr walk in this heat and humidity. If you are witholding water then its very bad for dogs, they need to have continuous access to water, they can dehydrate especially in this weather and especially if he has dried food too. Not only can it cause dehydration which is a killer, it can cause concentrated unrine, leading to kidney and urinary tract problems.
As regards to shaving a beagle, then no its not normal practice, dogs moult, then grow a new coat or most breeds do with a few breed exceptions.
The only other thing I would say, is make sure you go out with him to toilet for a week or so, using a word when he starts to toilet, so once he makes the association with the word and going you can use it as a toilet cue to pop him in the garden last thing at night, if a toiler cue isnt established already. When he finishes then lots of praise and a treat for doing it as you would a pup when learning, to reinforce its the right and only place to go ie outside. Maybe a weeks crash course in toilet training would help, worth a go.
Obviously as I dont know your routine, and what and what not your doing now I may have duplicated a lot or ssome of what you are doing, but hopefully there is somethings you can use.
