Ah yes. Recall. Well Im afraid recall and beagles dont really get said in the same sentance ever LOL!!
Infact this thread is as close to off lead walkies as my two have ever got im afraid

they have long lines (best purchase ever!!) but I normally hold onto them but yesterdays walk I let them go and thought well now or never kind of thing. We have been practicing recall since day one with bella.
I would get the owners of Ned to find some where pretty secure, be it a garden, in the training class or field and if they have a long line (you can buy from Pets at home) and one owner stands with him and gets him to sit and wait (great way to teach impulse at the same time as recall) the other owner or trainer or friend walks about 10 ft away.
Give a clear "here Ned/come Ned" command and then wave your arms and say wooooooo come one, over here whats this" anything exciting to make him think OMG I HAVE to go to you and the second he reaches them reward and say good boy. dont say good boy mid run OR he will learn that getting half way is the reward (good boy) and one day turn and leg it, I speak with experience LOL!!!
Then the first owner calls him back and repeat this a few times each walk or a few times a day. He will quickly learn that "here/come" means fuss excitment and treats.
Gradually build up the distance between you and this is one way of training recall.
Another way we tried with bella was we had her walk off with our trainer one direction and we walked the other. Stopped and turned and called her from about 45ft away and then we turned and ran the other way. Well bell was like OMG your leaving me and would be by our side before I could run 3ft lol!!
On walks we quite often just call her back for no reason just to keep her ears on us. If shes mid sniff of something I can now call her back t me and her reward is to go back to the smell she was sniffing.
Every time she coems and checks in with us on a walk without us calling her we also reward her so she never strays far ahead and this weekend was never more than 20 foot ahead and kept running back to us :O)
