thank you everyone for all your amazing advice!

the hoop is completely silent so i don't think its the sound.
i am doing it slowly, when the hoop is flat he is able to walk into the center of it and even sit down in it.
i am also trying to wriggle the hoop while he's sitting in it and if he doesn't freak out he gets a treat!

i will try the book under the hoop to raise it little by little. sounds like a very good idea!

i'll let you know how it goes!
