just waiting to see what rspca and ipcc do i will be in contact daily till i find the outcome.and yes someone is to blame but is it one man or the whole police system for caring for their dogs.im waiting for that answer

Whole police system, seriously? Dont be puerile!
The officer took his dogs in his private car, failed for no good reason to mention where they were or to organise them to be properly cared for when there was a fab facility available. This is not a 'whole police system' faiure, rather one idiotic individual. Human first, job title afterwards, please.
