We lived in a flat above my Fathers shop and always had dogs. Including a boxer and a labrador. Had both from pups and just had to be extra vigilante about letting them out. We was lucky though because we had our own yard and literally a stones throw from Epping Forest.

They were as happy as larry plus got loads of fuss from all the customers LOL

I would imagine no problem at all depending on the breed.

Bear in mind you will need to adopt a good training programme from day one so that your dog will not disturb your neighbouring flat dwellers.

You say that it will never be left alone - that is not a good situation, you need to leave it alone so that it gets used to occupying itself happily thus it doesn't get a separation anxiety disorder.

Whilst training him to be alone in the evenings and daytime, he may howl, cry, and bark so bear this in mind... your neighbours might not be too happy about the noise. This doesnt last for too long though - just don't go to him!

Also it may be more difficult to toilet train your pup being so far away from the garden area.

However all can be accomplished if you take a proactive approach and plan your training out properly.

The only drawback having a puppy in a flat is 'treking' up and down to take him out for a wee everytime he wakes, everytime he eats etc. When we have a new pup we like it to be with us most of the time ,that includes in the livingroom in the evenings, so to avoid accidents on the carpet we use a large cat litter tray lined with newspaper and as soon as the pup looks like he is going to perform pop him in the tray. You will be surprised how quickly they learn to use it on their own, remember to always keep the tray in the same place so he knows where to find it. Just thought this could be useful as new pups seem to constantly wee
Some time ago we had a Golden Retreiver he used the tray. Of course he grew quite quickly and was soon too big to sit in it so would straddle it, quite a sight.

in my opinion i carnt see why not, if the pup as someone with him and gets lots of cuddles kisses and walks, and training go for it

I took my Golden Retriever pup out in to the garden for her ablutions from day one. Took about three weeks for her to get the hang of it.

Yes going up and down the stairs will be hard work but then puppies are. And the more you put in when they are teenie the more you get out when they are older.

Obviously my pups were taken outside as well, but the 'litter tray' proved very useful in the early days. Some very young pups will wee without warning and dont give you much time to get them out the dooreek:

I live in a flat with my Jack Russell. We live directly oppostie the castle, so I just let him out for a wee and whatever in the morning, in pj's jacket and boots, (its a good look I know!) and then take him for a proper walk once im ready. The road I live on is quiet so he can just go out onto the footpath to the green during the da and whatever. I think as long as you have quick and easy access to some area where they have enough room to do their business/play/whatever then it should be fine. Good luck!

Thank you for all your comments, will definately show them to my O/H and see what he says! We are desperate for a puppy but he wants to wait untill we get a house. I agree it may be slightly easier but I am not sure when that is going to happen so maybe we can get a puppy before we move.
I am also using the argument that a puppy may damage things with chewing etc, therefore it's best to get it before we move into a nice new place!
