Yeh it is and that's my point it isn't enforced. They are prepared to speak to him, and....

I suspect an excuse "they accidentally got out of the gate, I was straight after them, sorry it won't happen again".

I really don't think its worth pursuing.

I don't have a problem with dogs off the leash only the ones that are aggressive and owners don't have recall.

Only this evening we met a lab off the leash both dogs greeted mine was on a leash and it was fabulous both dogs were happy and friendly, Dukes tail was wagging like mad, he was still excited when he got home.

You would think wouldnt you? sadly all the while anyone can own a dog simply due to having enough money to buy one or willing to take a free dog instantly, this is never going to happen

having been on the recieving end of the justice system and concur the british justice system protects the guilty condemns the innocent I would tell as many people as posible about the incident and report it to the rspca as well
