But if you make up the kibble with enough water to start with, it is like a thick liquid, so they can lap that.

I also never know why people give weetabix when so many dogs are allergic to wheat and then wonder why so many puppies get dry skin.

It's a very old fashioned way of doing things, now we have more knowledge about nutrition, there is no need or benefit to doing it.
