I wouldn't keep staying indoors and letting her go outside alone at toilet times. Go out there with her and use a command word for each toilet, once she's learnt the command word she will start to go on command.
When she's done one or the other or even both REWARD and praise lots right there and then and then let her back indoors.

I find it hard to believe that a puppy of this age could "catch on" to toilet training, without the owner going out there and encouraging them to go in the right place for the first few weeks.
