Quite probably, but £15 in some parts of the world is a lot of money (although not for long with the economy as it is  ). Also the fact that the poster used pounds and not £ makes me think the really are abroad, and it is either a very sad puppy farming venture or (more likely) a scam where you send your money and no puppy appears.
Just as an after thought, there was a piece in the news a few months ago that puppies are being brought in illegally from Eastern Europe to sell by traders/pet shops/puppy farmes etc. These dealers pay peanuts for them although sell on at the going rate and thus make huge mark ups. So the idea that someone who is aware of that, thinks there may be a market for selling pets over the internet is not as far fetched as it may first appear.
