Chunky to me is a sort of positive word  . I would take it to mean strong bone structure with good muscle tone. I'd expect to hear it with dogs that are large and broad, like mastiff types where "chunky" is generally preferable to petite boned or slim. I guess it is usual with labs too since some types are far more broad boned than others. Fat dogs, however, are not chunky... they are just plain fat  .
