Yes they can, 6 months is too early for her to be getting pregnant, she is still a puppy herself and not mature enough to go through pregnancy and birth, you can end up having major problems and massive vet bill. If you dont plan on breeding the chi's then get her spayed, a missmate injection should be done if you are not sure, its not worth the risk. Good luck.
