When she asked about a pup I hadn't met her EBT, I know she had been having problems with her, especially with handling her on walks, she pulled alot if she saw other dogs.

When I took my girls round to her house to see how the 3 dogs got on, I didn't actually tell her my concerns at that point about a puppy being with this particular dog, I kept quiet and mentioned it to a mutual friend who told me she had already been thinking about rehoming the dog due to its strength.

After this her 2nd grandchild was born and the dogs behaviour changed in the house to eing more possesive and taking the older grandchilds toys into her bed and not wanting her to touch them.

So she didn't actually know I was thinking about not letting her have a pup with the EBT in the house so her descision to rehome her wasn't based on the fact she thought she couldn't get a pug from me if she still had the ET as far as I can see.

I don't see a problem. So she made a mistake with a rescue dog, that doesn't mean she should't be allowed dogs. She is being honest about that mistake, and doing what is best for the dog involved. It's not like she keeps rehoming.

You said, 'her life has litereally ALWAYS revolved around her dogs' and that she is the most responsible dog owner you know. So if you KNOW all this, yes I would let her have a puppy.
