Possible Paraphimosis in my Chinchilla?

I have a Male Black Velvet Chinchilla approx. 15 weeks old. I noticed that when I pick him up his penis has been out of the sheath and stays that way. It is not irritated looking or swollen (keeps the same, normal looking pigment), I don't see him bothering it, but it does look dry so I assume it has been out of the sheath for a good amount of time or never retracts. I work at an animal hospital and asked one of our Vets who is also a dog breeder and said it's possibly Paraphimosis. Has anyone dealt with this before? I would like to breed him with my co-worker's Mosaic, but if this poses a problem I'll consider neutering him. Also, the Vet mentioned a "tuck" I could do (I assume surgically). Any thoughts, comments, or advice?
