I have two cats who I don't let wander but they have a big shed and outdoor run they go in, summer and winter.
Though you don't see them being that active [in comparison with sounding like a pair of stampeeding Buffalo in the house] they really enjoy going out there. In fact they wait at the door in the morning to be taken up there.
They watch the birds in the garden, the odd squirrell and my young chicks roaming the garden.
When they come in at night it takes the edge off their energy levels and settle so much better. Imagine if you never went outside the house, how would you feel?

Cats are not humans and don't think in those terms.
Many many cats live their whole lives happily as indoor cats. I am not saying an out door run or harnessed supervised outings are not a good thing, they are, if feasible. But not absolutely necessary in most cases. As long as the cats are given enough interactive play and attention by their humans.
I have a rescued stray, who lived outside "free" for many months. She never goes near the door, and has not the slightest interest in going outside, ever.
In this particular case, in this thread, perhaps an outdoor run is the answer, on the other hand sending him outside may just make him more wild. It will give him less human interaction and attention, when, in my opinion, he needs MORE. What he really needs is someone paying attention to him every day, and involving him in vigorous Games that encourage him to run and jump. The attention and the exercise, and time, will help him become a nice house cat.
