Multi cat household help please

I had 2 cats and last july we adopted a stray. My exisitng cats are male and female and the former stray male. The original 2 never really got on but learnt to tolerate each other. The male cat is v territorial but the female is mostly submissive but she was never really scared of him.
This new cat is a big stray and the original 2 are scared of him. He's lovely but driving me bonkers. He will not leave the female cat alone. Keeps chasing her. Thankfully she's younger and agile and can get away most of the time. He wont let her in the garden and goes for her in the house.
They are both neutered. I have tried feliway and it only made him want to spray in the house. I have tried to rehome him, but he's not a very pretty cat bless him and so we are trying to make the best of things but I wish he would leave her alone. When he goes for her I chase him out the house or spray him with water and shut him out. I give him lots of fuss and treats when they're together and nothing helps. He so affectionate a real lap cat, and I wonder if it's jealousy as she is my favourite. I am spending a lot of time protecting her.
Any help would be very helpful!
