Why does he do this?

At night, or at times when no-one is downstairs, Pebbles sits in the kitchen and meows really loudly. I've looked online and it sounds like he's yowling, why does he do this? He only ever does it when he's on his own.

My cat Lucky does this, seems like loneliness as he only does it when he is on his own.

When I go to him, or talk to him, he stops and settles. Lucky sounds like WOW OW WOW!

Has he been neutered? My kitten started to do this just before we got him neutered and now he doesn't. I always thought only female cats call but the vet said he was howling back.
