Being vaccinated does hit them for six sometimes. If you are worried about him being under the weather, then a vet check just to make sure everything is OK is the best thing.
If you want to tempt him to eat more, try a wet food with a higher meat content (min 60%) like Hi Life or Natures Menu (there are others around). You could supplement that with some fresh food, either cooked or preferably raw. Dry biscuits aren't the best diet in the world and have very little nutritional value as they have high % of carbs which the cats can not digest. If you do decide to add different things into his diet, take it gradually, so you don't upset his tum.
