All year moulting.

My 2 year old, black short haired cat Smudge is constantly moulting. It wouldn't be so bad but it gets on absolutely everything! Because cats lick themselves it is coming up again in hairballs way too many times.
i have tried 3 brushes from pets at home (some for moulting and one for tidiness) and they dont collect all the dead hair. I wondered if anyone else has any ideas for what to do?
