I think it could be a similar issue....and maybe at 13 weeks she is not too good at her grooming regime! I would use a warm wet wash cloth to help her out, often this will stimulate the cat to carry on washing itself.

Benji is the same, we have to clean his nose, eyes, ears, head, chin to get all the food off! He cleans the rest of himself but doesn't seem too bothered about his face, it's as if he is saving some for later...
