I only really have experience of dogs. We do have a cat, but she is new and I doubt she'd appreciate blood taken, so vaccinations it is for her for now.
What the titre tells you that you don't already know is that your dog is/isn't immune. e.g if it needs vaccination.
Strictly speaking it is only valid for the day it is taken, but the same could be said for vaccination, only you don't even know if a vaccinated dog has become immune in the first place. Approx. 5% of vaccinated dogs never become immune following vaccination. A dog that has a high or moderate titre is very inlikely to become 'more immune' after vacination, so what is the point of vaccinating?
What titre testing achieves is to prove the dog was ever immune in the first place, proves the dog is (or isn't) still immune and means vaccinating is only done when needed, reducing the risk of adverse (possibly fatal) reaction.
Obviously the above refers to dogs, but I don't see why cats would be any different.
