I believe this is normal for kittens, as they are very much attached to their mothers than their owners. Just give them time, you'll be able to cuddle them soon.

We had cats and kitties in our home for more than years and have experienced this many times, even those kittens that are born from our home acts like this

My Aunty has got two rescue kittens, they were not handled very much when they were very young. My Aunt has had them for six months and they have only just started to let her stroke them.

Be patient, they will eventually come round.
