You can always attach cat proofing to the top of your existing fence like this

Really you shouldn't have to deal with this. I'd ring the shire and complain if they can't keep there cat out of your home, it's stressful for your cats and in your house they should feel safe.
A cat enclosure attached to your flap might be the way to go, and spray the intruder when you are home. |
