Unfortunately living in a small flat I'm very limited to where I can have my cats litter tray so it's in the kitchen. But she doesn't use it anyway and goes out in the summer and poops on the floor in the winter for some reason!

That may be because she's not keen on where the tray is. I understand the limited space issue but try putting a temporary tray near where she poops - small tray to start with - and see if she uses it. If she does then there's your answer

Ours is in the hall way - so its the first thing you see when you come through the door. Cats don't seem to mind it there though.
