I don't know that it matters. I'd probably do the cats first, then the house--the fleas would jump off if they hadn't died, to try to find a place to quickly lay eggs before expiring. If you treat the house, I suppose they'd do the opposite and jump on anything available. But either way, if you're doing both at relatively the same time, the fleas are goners
