I'm sorry but if it was my cat, I would have been the one putting him back in the carrier and checking it was secure - it's definitely not the responsibility of security. As much as I love cats, I wouldn't have been impressed to be delayed 4 hours because of this owners actions.

It's one of those you wouldn't believe I suppose "why are you 4 hours late?".... "cat in the cockpit!

Most if not all US and Canadian airlines do (provided the animal will fit in a carrier that will go under the seat in front), as do a number of the european airlines. Most other airlines require that pets travel as checked baggage or cargo with service animals being the only exception.
