You'll need to get a different flea treatment for the cats than the one you are using now, preferably from the vets but you can try other non prescription stuff too. But the house needs to be treated too and if you can't get rid of the fleas with products yourself then you'll need to get the council in. And you'd have to do that even if the cats aren't there. Hopefully your parents will come round.
