Smokey biting at his tail and bleeding

Smokey (my brother's cat) is biting at his tail and getting blood on himself. I don't know what caused the scab/wound on his tail. My best guess is he cut his tail on something or a flea bite. He is able to take off his elizabethan collar and chew off the bandages on him. The vet keeps putting new bandages on Smokey. Does anyone have any advice or experience with cats doing this? I'm not sure what to tell him to do and don't know as much about cats.
