Claim they're doing it to people of a particular protected characteristic - claim it's a hate crime. I know that sounds stupid but in my experience and the experience of others, the same cop who is not interested is suddenly very interested when it's a hate crime - I'm guessing it helps their targets.

So say the people stealing cats are only stealing from people of a particular race/ethnicity/sexuality/religion etc. I don't normally approve of lying but if it helps the cats then go for it.
