hope it ends well, the pdsa are normally great! but i have had a incident with the when i moved out of there "catchment area" they refused to see my cat who they had previously seen a few weeks earlier they did which was strange anyway they refused point blank to see him so we took him to another vet who said he has a slipping kneecap, but there is nothing we can do apparently. but i am now with a private vet who are normally pretty good.
maybe your friend should invest in pet insurance? or evan put some money back every month evan if its £10 it all adds up

Not conding PDSA (see my other post for evidence of that), but VERY unfortunately. People who don't qualify for treatment have their friend who's claiming housing benefit pretend the animal is their's so add to the amount of animals being seen - I understand if the animal is suffering and a person can't afford vets' fees, but I think that often the people who do that can afford vets fees (or would be able to if they didn't selfishly spend money on smoking).
