I agree with all the other posts that you should take poppy under your wing.
Especially as your mum loved him so much.
You could explain that because your mum loved the little kitten so much that you feel that you should look after him for the moment.
Does this also mean that if you were to take Poppy in that your Brother would be left on his own?
