wanting 6 month old kitten to get pregnant ASAP!

Sorry if i've posted this in the wrong place, but any advice would be appreciated. Someone i know wants to breed his 6 month old female with his 3 month old male ASAP! Now this person couldn't even be bothered to buy worm treatment, even though he was positive that both cats had them, because he can't afford it. I went to his house to see the kittens at 6:30pm yesterday and he complained that BETWEEN THEM they had already eaten 2 pouches of Whiskas since he woke up at 7:30am and were asking for more even though he had also given them 3 chew sticks each. He's giving them cow's milk to wean the 3 month old off his Mum's milk. Neither cat has ever even seen a vet. These cats are his 3rd and 4th in two years, the first(2 month old male) he gave to his Mum because he couldn't afford to keep him, and the second(male, about a year old) he let his son take to his friend's house to mate with the friend's female and when the cat was brought home he started howling and crying all night so he took him a few streets away and just let him go because he couldn't sleep through the noise!
Sorry for the rant but i'm just so angry.

in that situation the SSPCA may be able to help as if they have abandonned cats before and now are attempting to put others health at risk no great hope though

SSPCA website here, their phone number is 03000 999 999. I'm not sure but I'd imagine you can report him anonymously if you wish.
