I wouldnt buy, or adopt, from this person.

She clearly hasnt flea'd or wormed them.

She is letting them go too early.

She isnt vaccinating them before they leave.

Sounds like either a backyard moggy breeder or someone who accidently bred their pet and isnt doing things properly.
