I dont know any breeder that will say no, My friend is currently keeping a kitten for a extra 3 weeks to bond with her other litter as someone is having one of each, its alot better for them as they are then bonded for life, more like littermates, IVE done it a few times, never had problems (plus I get extra play time  )
Yes IVe seen that before, when she goes to the vet for her injections, she can ask the vet to check her vocal cords arent damaged, if they are ok, she might just not feel comfortable enough to purr if as you said she is pushed out of the litter. Some of them do take a while to purr, where as some are purring from day 2!!
