I don't think, that if I died, my children would think to transfer any of the paperwork or even contact the GCCF and ask what to do. Perhaps this guy was genuine.

Still, if the cat was sold to you by someone wh didn't have her transferred into his name, first, is she legally yours? If she is still registered in the name of he deceased owner, do you own the proper paperwork to make her legally yours?
If not, the heir will have to get the paperword sorted out. It would still be a mater that needed pursuing......
